I tried almost all of the lower and upper bios, the motherboard supports the processor even in the standard bios, but it did not turn on.

Here is the list for all G-Skill 32GB RAM Memory from your Motherboard's QVL List for the 7000 series processor: https://www.mangaread.org/manga/academys-genius-swordmaster/chapter-84/

Since you are getting both the RAM and CPU Motherboard Trouble LEDs seems to indicate a RAM Compatibility issue.

Is your G-Skill listed in the above QVL List for the 7000 series processors? Is it listed at G-Skill as being compatible with your motherboard?

Remove all the RAM stick and just insert one RAM stick in a appropriate DIMM Slot (normally A2) and see if it boots up.

Also give BIOS a chance to train the new RAM memory. It normally takes a few minutes the first time you boot up with new RAM installed.

Also make sure you have the latest Non-BETA BIOS version installed which can help with RAM compatibility issues: https://www.msi.com/Motherboard/PRO-B650-S-WIFI/support#bios
