After BIOS update, Ryzen 5 1600 won't clock above 1,33GHz. What to do?

I recently updated my ASUS Prime B350-Plus' BIOS from version 0808 (2017/09/15) to 3803 (2018/01/26).

I didn't expect the update to wipe all settings, but that is what just happened. Countless hours of RAM OC burned for nothing.

But that isn't the worst part. I intend to run my Ryzen 5 1600 at 3,85GHz, but after just one minute into Windows, Task-Manager and CPU-Z state, that my CPU is downclocked to 1,33GHz. Whatever causes this also disables cores at will. As I am writing this post, only 2 of the 6 cores are marked to be active. I know this form of downclocking exists to help my CPU survive longer, but even under heavy load it just bounces back up to max. 1,8GHz and ingame-performance is very poor. I downgraded myself from 50-80FPS in some games to like 20FPS.

What can I do, as the Flash Utility does not allow downgrades? I am very unsure what to do next.

Not sure if this is going to help, but there seems to be a new BETA version of the UEFI available as well?

Version 3805 Beta Version 2018/02/11

That's on the Download page at least...?

Also what I suggest is to download it, copy to USB stick, restart into UEFI, reset all settings to factory defaults and then flash the thing through UEFI.

This actually leaded to better performance overall. The problem got somewhat fixed, but returned after Windows was set into Sleep Mode. Was very weird. After I changed all settings to those suggested from a.l.i.​ everything worked again like a charm.

Edit: Will save my BIOS profiles to external drive from now on. Can only suggest that to everyone.

Same mobo and CPU here.
Is that CPU voltage offset correct? On CPU-Z and HWMon I'm getting everything slightly different than what it's set at anyway, but with these settings I'm getting maximum 3694mhz on all cores @ 1.269V (which is only getting up to 61C on my cooler) and wanting to increase a bit. I'm new to using offsets and not sure how much of an effect it has, but 0.01875 seems pretty tiny and I'm hoping to try 3.9ghz @ 1.3 - 1.35 V.
