99% cpu usage

My Ryzen 5 1600 is always 99% utilized according to Task Manager and Resource Monitor even after rebooting and trying to kill tasks. I just reinstalled Windows and the same issue is happening. It did not used to do this. Is this a hardware problem? Or did the Spectre and Meltdown patches cause the system to erroneously report the CPU usage? The CPU seems to perform normally in Cinebench.

I have Ryzen 7 2700 CPU and my usage is staying at 100% even on idle and I don't know what to do. All drivers are up to date and everything is stock I have checked my power plan (heard that helps it to stay balanced) and the power plan is set to ryzen balanced. All this started on its own.
