I'm running 5900x on Asus B550-TUF gaming plus (latest bios, default settings) and I cannot see the base clock to be 3700 Mhz. It's showing in CPU-Z and HWiNFO 3600 Mhz. Same on Linux. The CPU is boosting/lowering the clock as usual but the multipler in idle is 36 not 37.
Any ideas? It's more CPU case or motherboard?
