2920X downclocking very low

I'm running a 2920X on a ROG STRIX X399-E GAMING.

Whenever I hit around 180w TDP my CPU downclocks to 0.5 - 0.6 Ghz.

It only downclocks for a few seconds at a time but overall performance is lower with an overclock than without one because of the downclocks.

I have tried setting a higher than 180w TDP in RM but that didn't help.

I have also tried 4 different BIOS versions and have the same result on all 4.

I am running a custom water cooling loop and load temps are under 60 C on tDie.

Has anyone else come across this problem before?

Is there a BIOS setting that will allow me to run higher clocks?

na1d00, without a screenshot of RM it is hard to comment, so please post one - simply drag-n-drop image into your reply.  You should be using the latest BIOS and please post a screenshot of CPU-Z mainboard tab showing BIOS/AGESA versions.  Please uninstall any OC applications including ASUS's.  You should be using RM for temperatures (tCtl) and no others.  List all your components including OS (Version) and power supply, cooler, etc. What power plan are you using.  Thanks and enjoy, John.

I am using a Corsair RM1000X 1000w PSU, an EVGA 1080 TI FTW3, 4 x 8GB G Skill Trident Z kit of RAM.

Ram is at stock for these tests but same thing occurs when running DOCP.

I have reset the BIOS and uninstalled the ASUS software suite.

Tested with Ryzen balanced and high performance power plans.
