XFX RX 6650XT low usage in SOME games

I just got a new gpu yday and in some games like RDR2 i get normal usage, same in benchmark, but in overwatch, hunt showdown and csgo the cpu usage is around 80 for all cores and the gpu usage is around 30, no vsync, no fps cap, no temp problems, no pc set on energy saving mode, nothing, and in those games the fps flows around 60-110 depending on title.
I have tried downgrading and upgrading drivers and nothing worked.

  2. Check for software conflicts: Make sure that there are no background processes or conflicting software that may be interfering with your gaming performance. You can try disabling any unnecessary background processes and running the game in a clean boot environment to see if that resolves the issue.

  3. Adjust in-game graphics settings: In some cases, certain graphics settings can put a heavy load on the CPU and limit GPU usage. Try adjusting the graphics settings in the games you're having issues with to see if that improves performance.

  4. Update BIOS and chipset drivers: Make sure that your motherboard's BIOS and chipset drivers are up-to-date, as these can sometimes impact gaming performance.

i tried the other stuff, and for example in hunt showdown after the bios update it seems to run smoother, again gpu usage is not as high even though cpu usage is around 80% on all cores, but in some games like overwatch the performance is much lower, unplayable, around 20 fps, but i had like 100+ before or something similar, but what's confusing me is that i tried yesterday and 1 time out of 15 in overwatch everything behaved normally and i had 200+ fps, no changes or anything, but then i restarted the game and the problem reappeared
