I recently purchased Dell Vostro 5090 Desktop (Mid Tower Case)

16GB RAM (upgraded from 8GB)

PSU 460W, EPA, BRZ - 460W is max PSU this desktop can take as was told my Dell Tech
I have a AMD Radeon RX 580 Card, I know minimum PSU is 500W for this card,
will there be any issues installing the card? and playing lower to mid level games nothing high end?
The minimum spec is a 500 watt power supply. Frankly most of these cards need more power than defaults provide to be stable. A good rule of thumb is going about 100 watts over requirements and always use a good power supply. One that is Gold rated or better preferably.
yes it is proprietary supply. A 460 - i had 260W upgraded to 460W it is the max for this desktop, 460W comes with a 6pin,
I was hoping I didn't have to buy another graphics card, I got RX 580 for free.

If you already have the RX 580 it likely won't hurt to try it out. If it proves unstable then you can go another route. the GTX 1060Ti near the same speed as the RX 580. Make sure to get the 6gb model if you end up going that route as it is faster than the 3gb model and that just is not enough memory these days anyway. A 1660 super would be about 60 bucks more than an RX 580 and about 1.5x as fast as the 1060 or 580.
I'd try the 580 since you have it.
