Why W10 is detecting and summing my video shared memory from my APU A10 9700 + the dedicated memory from my RX 580 8gb?

My setup is

A10 9700+ OC to 3.90ghz

RX 580 8gb OC

Gigabyte GA-AX370-gaming

M2 memory

XPG 2400mhz 8gb+8gb
