Hi ..
I have a graphic card RX 480 8GB and I connected it to the TV with an HDMI cable, but I was surprised that there is a slow response and delay during the game, which causes me losses while playing offline and I do not know the reasons, I discovered the problem when I came to the PS4 with the same game PES 2021 and when I tried it on the same TV I was surprised by the excellent result, and the response was very fast !!! Knowing that this graphics card is not less capable than the PS4 graphics card, are there graphics settings to make it the same as the PS4?

how much FPS you are getting is it 4k tv ?  

o boy you want to run RX480 on 4k  ? that is why it is slow my man you maybe playing with 32 fps or 24 fps that why you getting response lag. bring down the setting and try it put everything on low then if that fix it try to put higher setting  until find the best setting with good FPS to play with.
