VRAM doesn't clock down, result is 30w idle usage

I have a problem where VRAM doesn't clock down. This makes the idle usage of my GPU (both 6700XT and 6950XT I have now) around 30 Watts. Power is expensive in my area so I'd like it to be lower.
There is a fix out there and that is to create a custom resolution with CVT-Reduced Blanking and boom - solved, <10W idle usage, yet it creates a different very annoying problem. After a screen time-out (Windows screen saver basically), any app like Spotify or a game that goes full screen, the screen goes black. I can only fix this again through a restart or alt-tabbing out and changing the resolution/refresh rate and changing it back again. Then it works fine. I've sorta fixed it by putting a batch file between all my game shortcuts with a quick resolution change back and forth, but it doesn't work and it's kind of annoying to have to do. Does anyone have a different (better) fix? I've googled this like forever, DDU and installed different drivers, nothing works.
Do you think this is something I have to live with or does anyone have a fix?

A second issue that I have is that often Adrenalin won't open until I completely restart. I tried deleting the gmdb.blb file but that doesn't do anything for me.
