I build tutorial_vk from radeon rays 4.0, but it works only on R9 280 and GTX 1080, but on RTX2070S it crashes with [error] vk::Device::waitForFences: ErrorDeviceLost

Kronos that created VulKan API has a section concerning your error: vkWaitForFences(3) 

From the link above concerning Lost Devices: Vulkan® 1.2.148 - A Specification (with all registered Vulkan extensions) 

Not sure if you are aware of this link or have already read it. But it might offer hints as to why the RTX2070 Super is failing.
