The XFX RX 470 video card does not load at 100%

FPS in GTA 5 is 30-60 and the video card is loaded by 41% no less and no more, what to do? A video card in the trash?

It could be a lot of things, processor is bottle necking, temps are out of control, drivers etc. please post your specs

 A little more info about your system may help in troubleshooting.

This is a great site user elstaci posted in several threads, and I chose as close to what you listed as I could, it shows GTA V should be about 41 fps, at 1080p:

So it appears you are getting close to what it should be, the CPU is bottlenecking, it's a decent CPU, the single core 2.4 Ghz (boosts to 3.2) is causing a bottleneck, and a lot of games rely on single core performance. It's a common problem. If you can, you could get a CPU with a faster single core speed. It will help.
