Is your Motherboard on the latest bios? If not install it.
Did you install the latest chipset driver? If not install it.

In windows settings, gaming disable all the Windows gaming functions. This won't hurt a single game doing this.
Power Options - set to "High Performance"
Disable Windows 10 "Fast Startup" Google how.
Download 20.5.1 driver if you don't have it already.
Install the 20.5.1 driver with clean install option.
Once rebooted go into Radeon Settings / Wattman / Power Limit Slider, and slide it all the way to its maximum. Should be +50
If you at this point still have problems with certain games, disable overlays for that game.
If that does not help report back here.

i have driver 20.4.2 graphics card now , I had the problem and 20.5.1
What screen resolution are you running at? Your issue sounds similar to the one I'm having and posted about yesterday. It only happens when I run at 4K. If I run at 1080p things work fine.
1920 x 1080, 144ghz , freesync off , 1 ms on , 50 black stabilizer , response time fast.
