Ryzen 5 2600, Rx 580 stuttering, bad performance.

So i have this bad performance and stuttering for a long time now in games. What i have noticed when i switch from game to desktop i get one second stutter, also when the pc boots into the desktop. Except this the stuttering is in games. Also when changing the video settings from high to low it doesnt impact the performance. The fps on league of legends in teamfight goes to 80fps. I have tried everything from windows full reinstall to testing it with different gpu and ram, the stutter is still there. One thing that helped to lower the stutter is the bios i went from 5.20 to 3.20, that helped a bit, but i still get stutters.

What ram speed you have one your pc?

3000 mhz, ripjaws f4, xmp on 2993 mhz, 2x8gb.

Is this on the latest drivers? Also, what is your memory clockspeed and how much RAM is inside your computer?

Assuming this is overclocked, have you tried resetting your GPU's overclocking settings to default? This is so we can see if your overclock is unstable

Also, is your RAM in Dual-Channel slots?

Yes, it's dual channel 2 and 4, and the GPU isn't overclocked. I went to repair shop and they changed my bios to the starting 1.30, and i went for 1.80, now the stutter is gone, but the performance is still bad at league of legends for example it goes to 80 fps which is noticeable. I have read on youtube in comments that the ryzen 5 2600 isnt really good with single core games like lol so that might be a problem.
