My GPU's usage has been fluctuating multiple times recently every second or so from 5 percent to 99 percent. This not only happens when I am in desktop, but also when I am playing games making it so its nearly impossible to play due to the lag spikes. I have tried rolling back drivers, a minimal install, but nothing has worked so far. I dont think its a hardware issue because I only had the card for 1.5 years.
