I updated my rx560 to 21.3.2, and rpm goes from 1100 to 2100. Just for 2 seconds and become 1100 rpm. I have no problem with warming. (55-63*C) - Sapphire rx560 4g - stock settings, not overclocked.
Maybe it will help : ryzen 3 1200 - 400w - 8gb 3200mhz single.
