RX 7800XT Lower FPS and stuttering with Dual Monitor

Good day!

I just recently bought an RX 7800XT 2days ago and I have been experiencing lower framerates and stuttering when I have some programs going on my 2nd display. For example. if I have twitch/youtube running in my browser and I am in that tab my framerate drastically goes down in the game that I mostly play to 160fps to 80-90fps and there is very noticeable stuttering that is also happening but I go to another tab like facebook the frames goes back up. This also happens when I open my OBS software. I have the Adrenalin 23.11.1 drivers installed and the latest BIOS version provided by ASUS for my motherboard

If my full PC specifications are needed here are my specs:

CPU: Ryzen 5 5600X
Motherboard: Asus ROG Strix B550-F Gaming
RAM: G.Skillz Trident Z RGB 2x16GB DDR4 3600Mhz CL18
GPU: Sapphire Nitro+ RX 7800XT
PSU: NZXT C1200
SSD: Teamgroup MP33 1TB

I have a similar issue. I run a new Saphphire 7800xt pure with a 5700x and 32gig of ram, latest bios and latest AMD driver and at some point playing games, my second monitor that normally run a youtube video or movie stutter like crazy and the game start to fluctuate to teh point that it is not playable.

I mainly play Starfield, 1440p with FSR2 and medium setting, barely reach 90fps then shutter. I can see in AMD overlay that GPU usage goes from 100% down to 30% and fluctuate from there between 30 and 100%. Power also drop from 190w to 60w.

Really makes me wants to put back my 6700xt.
