I have a msi rx 480 gaming X 8GB card, Windows 10 64bit ver 1809, Drivers 18.12.1.1 and the gpu clocks are stuck at max 1303 mhz after gaming. have to reboot to return to power state 1 - 300mhz.
temps go high, power draw goes hi, fans dont stay off as they should.
Checked in task manager, GPU usage oscillates between 0 and 1%, however the gpu clock as repoted by gpu-z, msi afterburner and hwmonitor is stuck at 1303.
How do i fix this ?
