My RX-460 GPU's usage is always at 0% with the only exception being when booting up a game, it rarely spikes from 0% to 100% and then back to 0%;
I have 2 GPU's in my PC, and the other one works just fine while the other one barely ever works, does anyone know why this issue is occurring?

I'd like to add, on top of this, doing a stress test will make the AMD software close after a few seconds and on reboot will give an error saying "Stress Test Failed" with my GPU under it.

Are you running 2 discrete graphics cards and expecting them to operate in CrossFire mode?
