Hi I would like to ask you if there are other possibility to flash RADEON VII bios than downloaded from here (ADVANCED MICRO DEVICES, INC. VBIOS END USER SOFTWARE LICENSE AGREEMENT (OBJECT CODE ONLY) | AMD ). Is it possible in linux for example? Thank you very much for your reply.

Not that I know of. You would have to ask AMD directly for advice I think: Online Service Request | AMD 

Maybe you have a friend with a Windows computer you could use just to flash the bios? Or have a friend make a bootable Flash Drive with the bios updater on it?

TechPowerup has a very old tutorial on Flashing GPU cards including using Linux Ubuntu : AMD/ATI Flashing Guide | TechPowerUp Forums  (towards the bottom of the website it shows how to flash your GPU card in Ubuntu)
