Radeon VII Streaming Quality Terrible?

Has anyone else had this issue?  Seems like a lot of Artifacting and bad color quality while game streaming.  Overall just bad quality, maybe it's Twitch idk.  Hoping someone else has had this issue and has a fix or workaround.

GPU will not affect your streaming quality or performance. Those will be affected by the CPU and your network connection.

It’s I don’t believe that at all, I’m not talking about stutters or lag, I’m talking about the video quality of the stream looking horrendous.  If I could upload a clip I would.  I’m running a Ryzen 7 1700 @ 3.9Ghz stable on an AIO, and my RAM is clocked at 3466MHz stable.  Everything is Stable.  I never had this issue with my RX-480 8Gb card.
