r9 270a core won't detect second monitor

My graphics card is: CORE RADEON R9 270 925M BOOST 2GB D5 DP HDMI 2XDVI

The main monitor is connected through DVI.

The second monitor is also connected to DVI through a VGA adapter.

Whenever I click detect displays in Windows or identify in Radeon Settings, it only identifies my main monitor.

If I disconnect my main monitor, then my secondary monitor is detected and functions as a primary monitor. 

If I press "enable clone", then both monitors show my screen.

Why can't I get the second monitor to work? I'm guessing it's a driver issue, since the second monitor used to work fine.

I tried reinstalling the newest drivers but it didn't help.

Fixed it by uninstalling and then reverting to an old driver (2015...)
