I can't fit the problem into the title. Essentially, the R5 3600 will work fine with my other GPU, and the 6600xt will work fine with another CPU, but together they refuse to work, I get a GPU error beep code if I put them together. I returned the AM4 board thinking it was that, but after purchasing a different model, the problem persists. I'll put some streamable clips of each combination, they each have beep codes. I simply want to know what the problem part is so I know what to return. I don't have the R3 1200 anymore, but I'm sure if I tested it on the new motherboard it would work. I've cleared CMOS, tried a known good PSU, disabled CSM and on the GIgabyte board I tried all 3 BIOSes available. I've stress tested the R5 3600 when the 3070 was in the system, and tested the 6600xt with my i5-10400f. Neither of them had any issues. Needless to say, I am absolutely baffled. If you're wondering why I can't just switch the GPU's, the AMD build isn't actually mine - I'm supposed to be building it for someone. Any help is appreciated, thanks.

I'm not sure what the beep codes here mean, but it's seemingly RAM? I don't know. I've tried the RAM from my system (known good RAM) and I still got both beep codes

I don't have a video with the 3070 and this CPU, but it worked fine.
Both GPU's work fine with my i5-10400f and B460M D3H.
ASUS board - B450M-A II
Gigabyte board - B450M K - (I've returned this board)
(the 3070 is a frankenstein laptop GPU if you're curious, but there is not problem with that GPU, so it's not relevant. I'm just pointing it out before someone asks.)
