This type of issue has been reported previously (2018/19) and is still not fixed for Blender 3.5 (2023).
Wow. HOW LONG, AMD?
In my case: Mac, OS Ventura 13.4, Radeon Vega 64 external GPU.
I am using the Principled Volume Shader. Both the Preview Render and full Render will not render the volume, in this case a "cloud" volume created from a reference mesh.
The workaround for me is to set my Cycles render engine to use the Radeon Vega 64 GPU. Then of course you lose access to Uber Shader and RP Materials, oh well.
Volumetrics really are a basic and important Blender capability. ProRender should support it directly.
