It's may be a power phasing issue in drivers after 17.11.1 that has still never worked right since the introduction of Wattman. For most of us setting the Power Limit slider to the maximum for your card (all the way to the right) fixes this problem. Give this a try. If it doesn't try a reinstalling the driver with custom installation and CLEAN INSTALL and reset the slider to max again and try again. Let us know if this helps.

I do have to ask what driver are you running in those pictures as I have not seen that ATI logo in any drivers since way before 17.11.1
