Please help me! Shappire RX 460 Memory Clock stuck at 1750 mhz

Shappire RX 460 Memory Clock stuck at 1750 mhz on GPUZ and only 2 options are available where state 1 1500 Mhz and state 2 1750 Mhz

I've tried changing some of the drivers and bios like on the techpowerup website but it didn't work

then i found that the monitor is running with 2 displays where the first display uses the unreadable displayport and the second is hdmi where the rx 460 driver is located
If I use extend these display memory clocks running at 1750 mhz then I replace them with show only on 2 displays then the memory clock runs at 300 mhz
My question is how it returns to normal where the state clock is 7 not 2 so that the memory clock runs dynamically and does not run with a memory clock of 300 mhz or 1750 mhz
