Not this again, high frequencies in idle

Once again I'm having higher than usual frequencies and power usage at idle. It was worse before, my GPU would be at 100% load and 90W of power, and full 1630MHz boost clock. Now I'm seeing 800+MHz and 35W of power, usually its at 10-12W... Temps are at 60+, if its normal idle like it should be it would be like 40-50C:

Asus Strix Vega 64, with the latest 18.1.1 Beta drivers, Windows 10.

I see it fluctuating based on load, since many things use GPU at "idle", including the web browser.

Nah, everything was shut down, including the browser, didn't see that kind of load while using it before. But today everything is back to normal. Previously I renewed my anti-virus and did some cleaning, in case I ate up some malware. Not sure if it helped, but restart eventually did.

Could there be a program doing some mining in the background?

I was wondering the same. After my first attempt to restart, I saw some active app slowing down the process, but nothing was titled to it. The monitor shut down, but the PC never restarted, and I was waiting and waiting. No choice but to force the shut down.
