New Build - Stuttering, Texture pop-in, FPS Drops in Games

Hi All,

Since I finished my build two weeks ago I have been having issues with all games I play. War Thunder, Warframe, Battlefield V, Forza Horizon 4, Rocket League, WarZone, and Assassins Creed: Syndicate just to name a few. On all of these games I am experiencing fps drops, GPU usage drops, frametime increases, and texture pop-in. For instance, on Warframe and WarZone I can see rocks and trees appearing directly in front of me as I am running. On Battlefield V, I can run into a room and see items, signs, etc. popping in or changing they way they look. Similar events happen in other games. All of these games stutter as well.

On different benchmarking programs like Heavenly, Valley, and Superposition, I get the same stuttering at exactly the same points throughout the benchmarks. In all benchmarks clock speeds, GPU and CPU usages (outside of the stuttering and fps drops), and temps all look normal.

I have tried DDU, bios changes, updating drivers, capping fps, lowering graphics, different monitors, HDMI and DisplayPort, making sure ram is XMP, fresh windows install from local, Vsync and Freesync off, changing outlets, taking apart and rebuilding the pc entirely. No overclocking or underclocking aside from RAM to achieve 3200MHz, but issues were prevalent before this. 

I am at my wits end here and would appreciate any help.

I had similar problems, in some games i can't go higher than 80% GPU usage, with low performance and stutters. Tried several times DDU and a lot of different drivers, tried to reset BIOS to default, but nothing seems to work, until today, because i managed to fix this by just disabling SAM in bios settings, log into windows, and discovered that all problems were gone. In a second time i rebooted my system, renabled SAM in BIOS, and all games still going well, with constant 99% GPU usage and zero issues.

So, my advice is to disable SAM, save changes, log into windows, reboot the system and renable SAM in bios.

Thank you for the suggestion, but disabling SAM and also enabling did not fix the stuttering and other issues.

Sad to hear this, from your first post it seems you tried almost everything, i can assume that you have installed chipset drivers for your CPU, right?

Maybe you can try to buy a temporary graphics card on amazon (like GT 710) or maybe ask a friend if he/she can borrow to you their card for a test to see if your graphics card is a RMA or is a problem of another part of the system.

I have installed the latest chipset drivers. 

I do not have an available GPU to borrow. I might consider the GT 710 but not sure if I can get stable enough frames to see the stuttering. Either way, the stuttering in GPU intensive benchmarks and stress tests like Heavenly lead me to believe that it is a GPU issue. My GPU usage can still hit 99% during the benchmarks and CPU usage stays at roughly 3%.
