I need a graphics processor that outputs 1920x1080 without drivers i.e. a card that will output 1920x1080 outside of the operating system.

Does anybody have any ideas?

GPU's output whatever your monitors resolution is all the time, for instance if you go to BIOS.

Can you explain when you believe you are outside of operating system or what your goal is?

Thanks for the reply. 

Outside of Windows (e.g. WinRE) the resolution is typically set to the best supported resolution without drivers (e.g. 1024x768 or 800x600). The work I am doing is in a "DOS" type environment, requiring the video output to be 1920x1080 or greater, and to work independent of drivers.
