MSI Radeon RX 570 working, but not showing up

I bought the Radeon RX 570 Gaming 8GB graphics card to put into a Dell Optiplex 7010. 

It's an older model PC, but I've upgraded the PSU to 500w, 16GB of ram, and a SSD. Updated the BIOS today to A29 and I've tried disabling the on-board graphics in device manager. 

The card lights up and is seated correctly, but it's not being registered by the computer or the AMD detection software. Any idea where I should go from here?

did you ever resolve this issue? i am currently having the same problem and I feel like i have done just about everything I can.
