I had this issue for way too long and I found the solution from this forum.
Basically, remove any AMD gpu blacklist files in the directory /etc/modprobe.d/
cd /etc/modprobe.d/
For me, I had to remove amd64-microcode-blacklist.conf and blacklist-amdgpu.conf with the rm command
