Hello???? Anybody??? OP figured it out perfectly, I can see the clock speeds of my GPU go down while trying to play Valorant on low settings. I tab into Chrome, I see 98% usage. In game, I see 34%. That's crazy!
Are u using any kind of things such as chill or frame limiters ?
If the GPU is indicating low utilization because the game settings are purposefully set low, and the CPU is showing high utilization, then the system is being bottlenecked by the CPU, not because the GPU is reducing clock speed.
You can try using a GPU Tuning Profile such as "Rage" if you want to force the GPU to run at a more aggressive level. But if the game frametime is being buffered by CPU-busy there's little for the GPU to do.
