Input lag on my new custom build

I am getting input lag when in games even if it is running at 60fps or higher. Such games, Fallout 4 on high settings, GTA 5 on high, Resident Evil 2 RE on high, and Grip on Ultra. Note that when I lower the graphics settings and/or turn off v-sync, the input lag gets better but it is still there unless I set it to the lowest settings. Even on mid settings the input lag is existent. My PC is supposed to be able to run all these games past their minimum and recommended settings. This doesn't happen on games with much lower system requirements, such as Depth. This lag happens whether I use keyboard/mouse or my steam controller. My keyboard mouse and controller are all plugged in wired. I also do not have input/mouse lag outside of these games.

Note: My monitor, cpu cooler, and keyboard weren't listed on pcpartpicker so I manually edited them in.

I have tried:

  1. updating all my drivers; (ASRock app shop, usb drivers, keyboard, mouse, display, gpu, etc) the only driver that needed updating was my display and that didn't fix any input lag.
  2. turning off f.lux
  3. checking to see if there are any funky settings on my monitor that are turned on
  4. testing out normal. fast, and very fast response times on my monitor.
  5. double checking to see that the monitor is plugged into the GPU
  6. I have not overclocked my system.

Everything in this build except for the keyboard and mouse is new.

Dam bro, I have the same build. Something is causing vsync to activate with these cards or cpu. I have XFX black edition.
