set your display timing standart from CVT to CVT reduced, refreshrate = your monitor's refreshrate-1hz (if you have 120hz as me - put it to 119hz)
go to "record & streaming" and turn off "record my desktop" (or smth like that)
profit! i went from 1750mhz constantly to 200mhz while idle, from 50W to 15W
