You might be able to go higher with an active display port to hdmi adapter.

Hi. I cannot get higher than 1920x1080 resolution on my HDMI 2.0 connected Samsung U32J590UQE monitor via a AMD Radeon HD 6570 graphics card. Bother have latest drivers installed. Running Windows 10. Any suggestions please?
