i have a amd radeon rx 5700 xt and games always crash. it stays at 99% usage while not running a game and doesnt reset until i restart my pc

I wouldn't trust that to be accurate and would highly suspect that is your problem.

1. change your PSU - buy a good one 650-750W like BeQuiet DarkPowerPro or StraightPower
2. run DDU in safe-mode - clean driver - reboot again - download latest driver - install driver - reboot and test again
