HDMI Scaling creates Input Lag while watching Youtube

Hello,

I'm experiencing input lag on both monitors while using HDMI scaling (10% for proper size on my second monitor). The only time it happens is when I'm watching Youtube at higher than 480p resolution. I can watch 1080p while not using HDMI scaling but even 1% underscan creates lag. I recently upgraded my GPU and my previous system didn't experience this issue. Any thoughts?

Desktop

GPU: RX480

OS: Windows 10 64-bit

Driver: Adrenalin 19.2.3

Dispaly (Primary): Samsung SMBX2250

Display (Secondary): Daytek QHTF42

Motherboard/BIOS: Gigabyte X470 Aorus Ultra Gaming/American Megatrends F6, 2019-01-25

CPU: Ryzen 5 2600

Power: Corsair VX550w

RAM: G.Skill 16GB DDR4 (2x8)

Update: 

I've uninstalled the 19.2.3 driver and I have reverted to Crimson ReLive 17.7 and Youtube runs beautifully at 1080p with 10% HDMI scaling. I would keep it at 17.7 but EA's Anthem (the game I bought the new RX 580 to play) requires a more recent driver to play.
