GTA V problem - PC freezes for few seconds and sound too, then PC restarts

As you see in title, PC restarts and when it starts then there is loud sound like a vacuum cleaner, then when Windows loaded succefully AMD says the AMD Wattman settings was restored or something like this. 

Please help, as I see it is only problem in that game, twice it happend when I changed graphics settings for a bit higher/lower. Before I hadn't that problem. I have the latest driver 19.1.2

I forgot to say: My graphic card is: RX 590

I have 16 gb ram and processor AMD Ryzen 5 2600

I never overclocked anything so I'm suprised something like Radeon Wattman showed up
