So, i just bought new pc and my friend build it to me. ( I dont really know about building pc)

I have this problem on every game, game looks blurry, bad quality, hurts eyes, just awful.. Ive tried pretty much everything to fix it.

My specs: AMD Radeon RX 7900 XTX 24gb, AMD ryzen 7 7800X3D 8 core, motherboard B650 Aorus elite ax, 1000w power supply, 32 gb ram

I dont know if u can see it clearly from this pic, but graphics are set to max.. No motion blur etc...

There's photo attached as far as I can see... 

But more importantly, since your problem is a visual one, it's important to know what monitor you are using too.
