GPU usage at 100% when fullscreen, 40% when windowed

Hello,

when I play a game and limit my frames to 60 my GPU usage stays at 100% (I get 100+fps for most games). When I play windowed (not borderless windowed) my GPU usage drops to 40% or less depending on the game. How do I fix that and is it advisable to do that? Obviously the GPU doesnt need that much usage (->less heat and power consumption)

Games like Ghost Recon Wildlands, Apex Legends, League of Legends, Celeste (the game is not demanding and in windowed mode GPU usage is at 8%) have this issue.

I tried different frame cap settings in AMD adrenaline. Didnt help

Specs: xt 7900xtx - intel 14700k, can provide more if needed

I actually found out what the cause exactly is. When I tick the box "disable optimized fullscreen" for the Celeste .exe it works fine. Additionally when starting the PC and starting the game right away it doesnt happen. The driver amd adrenaline and the app with it - overwrites it. I know that because on startup it doesnt happen and after a while when the app gets automatically started it doesnt work anymore.

I have windows 11 and tried disabling optimized fullscreen settings but it still gets overwritten because of the app. Only disabling it manually works. But not even for all games

In short. How to stop amd adrenaline to force optimized fullscreen settings?
