My RX 580 WINDFORCE 4GB is varying in use from 100 to 0 in game with large FPS drops, this is normal?

PC spec: i5-4430, 16gb , Corsair CX550W, RX 580 WINDFORCE 4GB

default settings with power limit 50%.
