For low profile / low power options, if you don't need hardware video encoding, the Radeon RX 6400 is the best and cheapest option. If you would like to stream (or otherwise use hardware video encoding), then a GeForce 1050Ti or 750Ti are good options, as the GeForce 1650 is more expensive than your $100 budget.
If you have full height full length X16 slots and lots of power, then any used GPU would provide better performance than the Radeon HD 4200 iGPU. Look at local ads (craigslist, fbmarket, etc) to find someone offloading an older GeForce GTX or Radeon RX for cheap.

Typically Radeon will provide better performance/price ratio value, but that isn't always the case, especially with used GPUs. Newer GPUs also use PCIe4, which your board likely maxes at PCIe2, so an PCIe3x16 card will be a better match than a PCIe4x8 card.
