What is the Make & Model of your GPU card?
Make sure your GPU card is firmly and evenly installed in the Motherboard's PCIe slot and the holding bracket tighten do
When you first apply power during POST does the fan turn on for like a second or two before shutting off? If it does that would indicate the fans do work.
Do you have one PSU GPU Cable split for two connections or each GPU Power connection has it own PSU cable attached?
Best way to check your GPU card is by installing it in another PC to see if the same thing occurs or not.
