Hello, I have an rx6600 and when I play Fortnite the GPU only runs at 70%. Therefore I don't have stable fps (180fps). I have to play in Directx 12 to get the best performance, otherwise it runs at 40% in performance mode, normally it should be the opposite.
Have you tried to create a Fan profile in Radeon Settings Performance Tuning section?
There you can set a aggressive Fan profile so that the fans reaches 100% speed at a lower GPU Temperature.
EDIT: Misread your Original post you are talking about GPU loads and not Fan speeds. Of course if it is overheating it can affect your FPS.

Sounds like you are heavily CPU limited.
Can you write out your system specs as cpurpe suggested?

Hmm... Then it is really strange. Usually not full GPU utilisation corresponds with either CPU or game engine (basically also CPU, but this time affected by IPC specifically and not performance as whole) limitations. But 3600 should not be bottleneck for RX 6600. . .
And Fortnite even moved on UE5 iirc, which should tax GPU even more.
What frequency temperature and utilisation CPU reports while you are gaming?

What are your temps? (that screenshot was from idle, I mean under stress)
Do you have 1x16 or 2x8 Gb sticks
600W what PSU? Age, make, model?

Note: I tested the graphics at max and there the gpu runs well at 100%, I want that with the graphics in low the gpu runs at 100% not to have crash fps at 80-90 fps
There is high chance Fortnite is engine limited for you, as when you increase graphics settings load on GPU increases, but not FPS
But i wonder why it is limited that heavily? UE5?
What do you mean by stable FPS? It is normal for fps to vary from situation to situation.
I don't play fortnite, so I don't know how demanding it is, but let's say it is not and let's assume your monitor is 144Hz, who know, maybe 1080p and you have freesync/Gsync/VRR/Vsync on. This would limit your fps to 144Hz and maybe your GPU simply doesn't have to run above 70% to achieve this.
