Why don't you provide many models'drivers for GNU/linux users?.
They do, AMDGPU Linux. There's also Mesa.
AFAIK the proprietary drivers are mainly for professional use.
Also all(probably) AMD's gpus have a driver on linux.
I think what antenac wanted to ask is why linux doesn't have any of features that Radeon Settings have on windows.

For that entry level video card, you should be using AMDGPU-Pro 16.4

I was traying to install AMDGPU-Pro 16.4 and 17.4 version.
I have to say was impossible, both versions stop with errors and break up the system.
I am running Ubuntu 19.04
