To use Adrenaline to control fans you need to download and install the Adrenaline software that is packaged with the drivers here AMD Radeon™ RX 6600 Drivers & Support | AMD. You configure the fan curve in Adrenaline under Performance > Tuning > Custom > Fan Control.

The card has passive cooling (no fan spin) in low power use, if that's what OP is worried about ?
