EDIT: If you computer doesn't recognize the RX 470 you won't be able to install any drivers. Does the RX 470 show up in Device Manager? BIOS? Do you have your monitor connected to the GPU card and not the motherboard? Do your GPU card need a PSU GPU POWER cable connected to it?
Any errors messages pop? Any yellow exclamation or error codes in Device Manager?
