If I am playing with average 117fps and constant frametimes, I am finding that my monitor refreshes at a rate of between 114-120hz, instead of a locked 117hz. 

Is this normal behaviour?

Well, average is between low-high.

Have you read any articles on 'adaptive sync' or 'variable refresh rate', might help you understand how it works?

Yes I have, but the issue is that my game is locked 117fps with constant 8.5ms frametime so why does my monitor feel the need to refresh at 120hz etc,
