FPS drops to 5-10 frames in cutscenes

People, help with the country's problem. Already in three games in cutscenes in the same places, the FPS simply drops to 5-10. This is the new Indiana and RDR 2 and the Witcher 3. There seem to be no problems in the gameplay itself, it’s stable for a hundred.
Now three nuances about freezing.

1) it does not happen randomly, but in specific places with an accuracy of up to a second, when restarting the cut scene. For example, the beginning of the Witcher 3, 5 fps starts exactly at the moment when Geralt throws the crab out of the bathroom. That is, not at the start of the cut scene or much later, but in a specific place. The same situation with RDR2, 5 fps starts not on the first title about the era of shooters, but already on the second line of the second scene with titles.

2) the graphics settings do not affect in any way, whether it is windowed and all low or max with tracing. All three games are on different SSDs, different types. There is both a pirated copy and a license.

3) if you press pause through Escape, and then release it, the fps becomes normal. At the same time, in games like the Witcher and RDR, in order for the FPS to return to normal, it is enough to generally press any key or even a button on the gamepad once. In half a second, the FPS returns to normal. This drives me completely crazy.


Here's what I've already done:

1) Tried different modes in AMD Adrenaline, including default.

2) Performed various manipulations in the BIOS with the processor, disabled boost, etc.

3) Launched games with different modes for RAM, including with the profile disabled.

4) Replaced the newest driver with 4 different old ones.

5) Tried launching the game after removing AMD Adrenaline and drivers.

6) Disabled AMD FTPM and SAM in the BIOS and Adrenaline

The problem still hasn't gone away.

My specs: W11 corp 64, 22n2 (one and a half years old), 32 GB of RAM, AMD 5800x3d, Asus TUF Gaming Radeon RX 6950 XT.
