Description of Original Problem:
On League of legends, the game use almost no ressources from my card even when needed (3 to 5% and sometimes 12%), resulting in important fps drops when there is a lot of actions/animation.
I tried applying a minimum clock frequency, but it seems like radeon software ignore the parameter. I tried updating drivers, reinstalling them, the game too, tweeking with freesync, radeon chills ... nothing works so im kinda lost.
